The kaput facet of Governance in Balochistan
By Shamsher Jamaldini
“Arguably the sad part is that any institution affiliated with the minerals-affluent province Balochistan immediately brings negative association of losses laid-back attitudes and laws at the mercy of those who yield the power over the coveted seats and its constant corrupt status of governance puts it further more in a regressive crippled state in all senses, though, ours is a proud Muslim country but still governance like Hazrat Umar is a far-fetched reality in the eyes of the government, where-as we have ideals in Islam whom were the best of governors like Hazrat Umar whose high standard of good governance can be ascertained by his following saying, “Umar will be held accountable by Almighty on the day of Judgment even if a dog is died if thirst on the bank of Euphrates. And these days, we lack such scrupulous governors though being Muslims”.
Institutional decay is the root cause of lack of governance and poor performance in most institutions run by government. A change of government and face is not going to result in reforming institutions that have been constantly invaded and intruded by rent-seeking individuals, where total lutelligence and allegiance is directed towards making the rules of business benefit a few at the expense of the masses. In addition to that, the sad part is that any institution whose name starts with Balochistan immediately brings negative association of losses laid-back attitudes and laws at the mercy of those who yield the power over the coveted seats.
No doubt the government of Balochistan is always constituted on the direction of establishment. It is aptly said that establishment has never been sincere with Balochistan. That is why Tutak like scandals have become common of the day. Which is result of the atrocities of establishment. It is also interesting that media always draw the attention towards such situation but government no heed.
Actually Balochistan is in the grip of worse cruel rulers. Subsequently, daily a new event takes place. Owing to bad governance, in 2010 and 2012, the blood caused a great deterioration. Similarly law and order is disastrous which can’t be controlled by security forces. Kidnapping for ransom Dacoit, plundering and violence on poor people is rife. Meantime the same government is responsible for the destruction of education. Despite long claims, the government could not have improved it yet. Keeping in view the worse ruling, the writ of law and government is not seen anywhere, whether it be from traffic system to Municipal corporation or be fairs of public transport to encroachment upon government lands and plots.
As long as the heads of institutions are appointed and fined by the men in power, no institution can be called independent and autonomous. This is the reason for a complete lack of governance in most institutions. More than 20 institutions are headless and being run by people personally approved by the big wigs.
As for their careers, the evidence so far suggests sadly that (MPA, MNA) they have teamed all the departments with the relatives. Therefore neither there is someone to ask them nor are they prepared to do any task. Owing to the Recruitment of ineligible and recommended officers 70% budget is not being spent properly. Bureaucrats have no efficiencies to use the budget. It is tragic that due to non-development work every man is ailing.
Likewise, government has closed her eyes heinous crimes dazzled her eyes in rampant corruption. Therefore there is pile of crises everywhere. Which cab explodes with big bang in near future? No doubt several people are observing the government of Balochistan. So the first and foremost point is that the government should be autonomous under the transparent election nepotism should be abolished honest and educated people ought to run the government. So the Balochistan could usher unto a new era of progress and prosperity. Simply the government of Balochistan should be exemplary as that of Hazrat Umar was.
Hazrat Umar (R.A) who had set up high standard of good governance which can be ascertained by his following saying, “Umar will be held accountable by Almighty on the day of Judgment even if a dog is died if thirst on the bank of Euphrates”. Obviously we need such sophisticated leader who would act like Hazrat Umar. Then automatically justice, equality and peaceful atmosphere prevail in every corner and crony of Balochistan.
